Hawk Feather in the Grass

I saw it lying on the ground near a pile of yard debris that I was cleaning up. At first it seemed like a gift from one of the several hawks in our neighborhood. However, according to the Migratory Bird Treaty Act, it is actually illegal to possess or collect such feathers without a permit, though the law doesn’t seem to prohibit hauling it away with the yard waste.

Not that I was really concerned, I neither kept it nor threw it out with the trash, rather, I moved it out of harms way. Last I looked, it was somewhere in the woods behind the house, belonging only to nature.
